Seeing past the permit locks to locate the Dark Wheel station. Posted: 12 Jun 2020 07:52 AM PDT Recently, it was discovered that prototype Fleet Carriers were being constructed with flawed security firmware related to connections with Universal Cartographics - theorized to be a bug introduced by the Brewer Corporation when implementing the ability for Carriers to siphon 12.5% of profits away from various activities. This resulted in a vulnerability whereby ships docked with the Carrier could trivially forge high-level and admin credentials using exposed authentication keys - allowing for the download of almost all hidden data within Universal Cartographics database. We were alerted to this bug due to the actions of an anonymous CMDR, alias "MundiExStella". Their information went under the radar of the authorities and as such, we believe this defect has made it to production. We, who shall remain anonymous, have used this oversight to test the locks of every unique permit (bar one) resulting in a total of twelve unique system maps. All known information has been documented and can be found in the archive found below.
FULL ARCHIVE DOWNLOAD. [Sorted by system and body] Those with only basic system data are mostly older, based on a number of now-fixed flaws in some older ship models such as the "Cowell & McGrath" model of Cobra. These maps cannot be downloaded from the Universal Cartographics database, but we trust that the other verifiable data in the archive will speak for their legitimacy. Dates and credit balances have been redacted to protect the identities of those who provided this data. Furthermore, we found that many of the Unknown Permit systems are present in the database. Assistance with dumping data for the Col 70 Sector, Barnard's Loop, the Regor sector, and any others would be greatly appreciated. Anyway, enough messing around with in-universe stuff. Frontier tried to disallow the purchase of permit-locked maps, but mucked up implementing the block, or only accounted for the systems with nearby stations. You can only buy data while docked, so this was fairly limited - right up until we got access to mobile docking pads. Park your FC within 20LY of a permit-locked system, and you can buy the data! For the ones that work, anyway. Of the permits we could not get, most of them are uninhabited systems with generic names, and many do not even have the usual description mentioning the permit lock. It is unlikely there is much there. There are four exceptions to this: Alpha Hydri and Bellica are named but uninhabited systems we were not able to obtain. And there are two deep-space systems locked behind a "Security Permit", the only deep-space locked systems that are not part of an Unknown Permit region. Can't see there either, though we have not checked Scheau Bli NB-O d6-1409. But to look at what we do have - we now have the data for every inhabited permit-locked system, as well as noteworthy systems like Polaris and Witch's Reach. Most of them are fairly unremarkable. A couple of them contain nothing more than stars. It is my opinion that Frontier had no plan for many of these systems, or else they'd surely choose systems with more possibilities for future content. None of the permit locks have ever been released in the history of Elite, so perhaps their job was always just to hint at deeper mysteries, regardless of if they were actually ingame. Looking at you, Raxxla. However, while the amount of information we were going to get from system maps was always going to be relatively limited, there is one particular mystery where this is extremely useful. I believe that this data archive is the final piece of evidence needed to pinpoint the location of the Dark Wheel station. Now of course, it's not conclusive as we do not have every map for every possible system. But in this case, I don't believe it matters. Let me explain - our theory comes down to three main points that each narrow down the possible locations.
May, 3302. Jaques Station attempted a historic jump to Beagle Point but suffered a catastrophic system failure mid-jump. We later discovered that Jaques managed to abort the jump midway, but this uncontrolled drop left the station badly damaged and wildly off-course. Nobody in the galaxy knew where Jaques Station was. But here's the thing. Frontier had this plan for how he would be found - garbled transmissions making their way back to the bubble to be pieced together. But none of that ever had the chance to happen. He was found on the Galaxy Map because one Commander left a population filter on while browsing a nebula. There is no lore justification for how the Galaxy Map would somehow know Jaques's location at that time. And yet, this random, unexplored system displayed an economy, a population, and an allegiance when hovered over. This suggests that it is a game limitation - that you cannot hide evidence of a station's presence on the galaxy map. And keep in mind, this was about a year and a half after the game's release. The Dark Wheel station should be subject to the exact same limitations - if Frontier had the ability to hide the evidence on the map, why didn't they for Jaques? In summary of this, I do not believe it is possible for a station - which must have an economy and allegiance at the minimum - to avoid leaking data to the galaxy map, regardless of the circumstances. This means that if the Dark Wheel station exists, it must be somewhere such that an allegiance, economy, or population would not seem abnormal. It has to be camouflaged. POINT ONE: If the Dark Wheel station exists, the discovery of Jaques Station suggests that the Dark Wheel station must be present in a system that reports an allegiance and an economy at the minimum to the Galaxy Map. If we agree this is true - and you're welcome to disagree, with reasons - this effectively means we can disregard systems listed as uninhabited. Therefore our earlier troubles with some permit systems are no longer relevant. We have all the data we need. Next:
Combine that with the statement that the Dark Wheel station is used as "proof" of their identity, and I believe this implies that you cannot simply stumble across the station. It is futile. You have to go through these tests, at which point the station is revealed to you as proof. Now think about how they'd implement that. A permit, granted on completion of the tests, is the ideal choice. Anything else would run into problems with multiplayer instancing, such as winging people in or traveling to the station instance in real space, but permits cannot be shared. Furthermore, if we assume that finding the Dark Wheel is the first step on the path to finding Raxxla - as I believe it should be - then this would fit in with Frontier's previous comments about it being a journey that "every one must make for themselves". You can't just read the location online and go there, you have to pass the tests. POINT TWO: Information from Frontier, in the Codex, suggests that the Dark Wheel station is very likely to be located within a permit locked system and that obtaining the permit is the reward for passing the tests and being invited. Now I'm sure some of you can see where this is going, but let's spell it out for the sake of it.
POINT THREE: The system where the Dark Wheel station is very likely to contain a gas giant with at least eight moons. Each of these points helps narrow down the possibilities. And with this archive of permit maps, we have all the information we need to apply each point. I believe the logic behind each point is sound. Even if you don't, (and I would sincerely like to hear why to improve our argument) let's assume all three are true for now. Points One and Two together narrow it down to permit locked, inhabited systems. These are: 4 Sextantis CD-44 1695 HIP 54530 HIP 22460 LFT 509 Mingfu With the exception of HIP 22460, each of these have been permit locked since the game's release. HIP 22460 can be disregarded here, as we know its purpose already - it is the site of the mega-ship Overlook, HQ of the covert Black Flight organization. This is not believed to have any connection to the Dark Wheel, rather the opposite. In any case, it does not contain a gas giant with 8 moons. So let's look at the others: 4 Sextantis has a single planet, no gas giants, or moons. Doesn't fit in the slightest. CD-44 1695 has a single planet, no gas giants, or moons. Still doesn't fit. HIP 54530 contains a number of gas giants, but none with 8 moons. Getting warmer, but no. Mingfu has two planets, no gas giants, or moons. Nope. LFT 509 has a gas giant with eight moons. Bingo. LFT 509 is the only system in the galaxy to satisfy all three points. If all three points are true, it is the location of the Dark Wheel station. But wait. There's more. LFT 509 is the only system in the galaxy to display an allegiance and an economy without a station being visible on the system map. I believe the 1st and 2nd points are pretty solid but even if you dismiss the third point as a "rumour", albeit an official one from Frontier, that's a hell of a coincidence. Something is definitely up in LFT 509. Obviously for this theory to be proven we would have to be able to see the station on the map. The fact that we can't, and yet the Galaxy Map shows signs of there being a station present, leads us to one of two possibilities. 1) The Dark Wheel station is present in LFT 509, but a unique mechanic is in place to hide it from the system map. That way, even when you arrive, you still have to seek out the station. With nothing on the map, you would be unable to select it on scanners - fitting with what we know from the Codex entry. Manual navigation every visit to a stealth station. 2) The Dark Wheel station is only partially implemented in the game. Signs of it's planned properties remain in whatever database the Galaxy Map uses, but it was never truly added. There has to be a station there in some form for the Galaxy Map to report the economy and allegiance that it does. LFT 509 fits all three points for the Dark Wheel station. Take everything together, and I believe without a shadow of a doubt that LFT 509 was the planned location for the Dark Wheel station. But anything further than that...I don't know. But hey - now we know where to go, maybe something can be figured out. We'll see. TL;DR:
It is in the permit-locked LFT 509 system in some form. We cannot see it but all logic points here, and nowhere else in the galaxy.
Park a Fleet Carrier within 20LY of the target permit system - be it an Unknown Permit, the unchecked Security permit, or one of the known fully mapped systems above for verification. Open the galaxy map while docked, buy the data if possible, take screenshots. And keep that data safe. It's a long shot, but there may be hints for those with eyes to see. We are especially interested in hearing if console players can see more or less than we can.

I liked the blue bookmarks. And now when you plot a course somewhere, the plot meter thing loads in red so it looks like it's gonna fuck up but no. They just made it red. I don't get it.
