Worked this out for myself, and wanted to share it because I deem it really useful, especially for new players. But yeah, that being said...

... if you're looking for a good home system, I highly suggest Ethen.

Bounty Hunting: The only other populated system within 10 LY is HIP 42196 (a system with all types of Res Sites), meaning Reamy Dock's Mission Board in Ethen is often stacked with Massacre and Assassination Missions for HIP 42196 without other mission types clogging it up
Mining: Borann, the ultimate Low Temperature Diamonds location (triple-hotspot at Borann A 2), is just 22.78 LY away
Services: Black Market right in Ethen, Interstellar Factor in Irula (20.72 LY), Encoded Material Trader in Ebana (26.82 LY), Manufactured Material Trader in Amuzgo (16.66 LY), Raw Material Trader in Koirada (28.76 LY)

In short: It's an amazing system to mount bounty hunting sessions from, is right next to one of the best mining locations out there, and has all required services right next door.

So there ya go! Knowing that the question of where to set up camp is one that kind of plagues many people, especially new players, I hope this might be useful to someone out there.
