Imagine all the times you were in a large ship and wanted to do something like turn in bounty vouchers or pay a fine but couldn't because an outpost was the only station nearby. I think allowing ship-launched fighters to land at outposts would seriously improve their utility as well as adding a cool mechanic without getting rid of the advantage small and medium ships have in that regard. Large ships still couldn't dock, refit, refuel, trade, etc., but I can't see any reason why you shouldn't be able to park your anaconda 8km from a station, get in your fighter, and dock with the outpost to turn in a courier mission or something else without physical cargo.
